    Essar SEZ Hazira Limited (ESEZ), a company of the ESSAR Group is developing a Special Economic Zone (SEZ) at Hazira, Surat. TCE was appointed as Lender's Engineer (LE) for the assignment. The project cost estimated by ESEZ is Rs. 1086.00 crores which includes Infrastructural Development Cost of Rs. 541.16 crores, soft cost of Rs. 121.15 crores and Land cost of Rs. 423.53 crores.

    ESEZ has planned to develop about 535.0 hectares of land/ area in first phase. ESEZ is planning to acquire in aggregate 1600 Hectares of land and become a Multi Product SEZ (MPSEZ). The infrastructure development activities have already started by ESEZ.

    TCE Scope of Services

    As LE, TCE will provide "Initial Due Diligence Report,‟ covering review of cost estimates prepared by the ESEZ for infrastructure works .LE did not review the design aspects (including sizing/ adequacy etc.) of the infrastructure facilities. LE reviewed project cost estimate and project schedule for following elements.

    TCE provided voluntary Design, Project Management and Construction Supervision services for the Tsunami Relief Housing Project undertaken by the Tata Relief Committee. The plot area is around 55651.00 sq m.

    A rectangle plan was selected for the individual houses, keeping in view of functional efficiency.

    A symmetrical building about both axes with a compact plan has been chosen for more stability against wind / cyclone related damages. Also cluster arrangement has been adopted instead of row type of building for the above reason. There are total 26 clusters. The orientation of blocks made such a way that shorter span length of the wall faces the sea.

    Planning Of Rohini Phase IV & V, New Delhi - Delhi Development Authority

    Delhi Development Authority is developing Rohini Phase IV and V area located to the northwest of Delhi on a total area of 4000 Hectares of land. To enhance the demand and commercial viability of this project, basic infrastructure in terms of water supply, sewerage, storm water drainage system, roads and street lighting was envisaged by DDA.

    Preliminary engineering included designing of peripheral water supply network, sewerage system, storm water drainage system, street lighting and provision of utility corridor.

    Detailed engineering of water booster pumping stations and sewage pumping stations includes preparation designing and approval of all civil works, mechanical and electrical works, including installation of command tank and SPS, preparation of construction drawings, preparation of tender documents.

    Techno-Economic Feasibility and Environmental Impact Assessment of Western Freeway - Mumbai Metropolitan Region Development

    The proposed freeway along the western coast of Mumbai between Nariman Point to Worli is about 13.4 kms long, having 6 lanes for two-way traffic. It includes 620 m long tunnel under the Malabar hill, seven interchanges and four major bridges. To protect the freeway from the attack of sea ways, sea wall was proposed.

    Considering peculiar traffic conditions prevailing in Mumbai, it was proposed to provide three carriageways of 2-lanes each which would allow flexibility in providing 4- lanes in peak directional traffic during peak hours. This would provide better traffic facilities for a longer period.

    The freeway was designed as toll road. Toll plazas were planned at all the entry points to the freeway.

    Geometrics of the freeway were designed for a design speed of 100 kmph whereas, the geometrics of the tunnel alignment were designed for a design speed of 80 kmph. For the tunnel, special lighting, ventilation and survelliance system was proposed.

    Traffic surveillance was also considered for the entire stretch of the freeway, while planning.

    In the newly emerging area of urban planning, TCE prepared a master plan for Davengere city in Karnataka. The master plan prepared provides an overview of the immediate measures to be undertaken to provide the city and bring it in line with contemporary town planning norms and standards and also indicates potential growth over the next 20 to 25 years.

    The thrust of the master plan on improving basic ammenities and utilities, relieving congestion and beautification of the town. The report also dwells on the inadequacies of the present infrastructure and presents development plans and data to approach funding institutions for supporting development plans.

    Maharashtra Earthquake Emergency Rehabilitation - Government Of Maharashtra

    The severe earthquake in September 1993, in the Latur District of Maharashtra resulted in heavy loss of life and property. TCE were entrusted with the consultancy assignment for the reconstruction of three of the earthquake affected villages viz. Nandurga, Udatpur and Narangwadi by the Government of Maharashtra.

    TCE's assignment involved the stupendous task of social and cultural rehabilitation including construction of 1224 new houses, amenity buildings, roads and drains. TCE's architects and engineers held a series of community participation meetings and allocated all the plots before commencing construction.

    This participatory approach helped to smoothen the implementation of the housing project. The villagers contributed constructively in the planning of the new layout for the villages. The location of the houses for the various communities, the road pattern, the amenity buildings and the open spaces were finalised with active participation of the villagers.

    The houses have been designed for an earthquake intensity of 7.5 on the Richter scale. The Indian Institute of Technology, Mumbai vetted the design analysis and methodology prior to construction.

    Flyover at Karmaveer Vithalrao Yadav Chowk - Maharashtra State Road Development Corporation Limited

    This flyover was proposed to eliminate detention time due to signals at Karmaveer Vithalrao Yadav Chowk, which is one of the major junctions in the industrial area of Mumbai and would allow uninterrupted movement of traffic.

    Overall width of this flyover is 13.25 m accomodating four lanes of traffic and length around 900 m. Elevated portion of this flyover would cross over two consecutive junctions in the length of 285 m. The elevated portion is supported on V-shaped piers resting on single foundation, eliminating interference with the network of underground services.

    The Tata Power Company Ltd., Mumbai in their power generation plants has several kilometers of roads, flyover and bridges. Theses were built as required for the plant expansion work. TCE had designed these roads, flyovers and bridges. Roadside furniture has also been provided along the plants.

    The flyover is about 600 m long, has a 2 lane carriage way and has been designed to carry IRC class A loading. TCE provided design, project management and construction supervision services.

    The plant has about 15 km long concrete roads having 2 carriage way and lined with usual street furniture, arboricultural elements etc.

    For designing of sewage collection system, an inhouse excel spreadsheet was developed, which facilitated the modification in design with less efforts.

    Anomalies were pointed out in the design of the sewerage system designed by EPC contractor and necessary modifications were suggested.

    Package STP units and newer processes for the treatment of Sewage like Underground STP were suggested to the client for the next phase of works.

    Power System

    Critical review of the existing systems was carried out and modifications were suggested considering good engineering practices, constraints in present system, reliability, spare capacities available, operation & maintenance aspects etc.

    For the phased expansion of the airport, modern electrical systems employing latest technology trends were recommended viz., space saving/ maintenance-free/ aesthetically superior Gas Insulated Substations, micro processor based protection relays, indoor switchboards, underground XLPE cables to enhance reliability etc. Adequate redundancy provision is built in the design to address contingencies, which is an important aspect while planning airport utilities.

    Turbofan Engine Test Facility for Aircraft - Air Port Authority of India

    TCE provided services for aircraft engine test facility at Santa Cruz airport, Mumbai in 1972 and later for the upgradation of the facility in 1985.

    In 1972, TCE designed the facility for Air Intake System, Engine Lifting Platform and Instrumentation. The Control and Data Acquisition System was commissioned under the supervision of TCE engineers.

    After a period of time the engine-lifting system was required to be upgraded and was thus replaced by a Scissor Lift in 1985. The Scissor Lift was procured as a standard item. TCE provided services to the Airport Authority of India for erection and commissioning of the Scissor Lift. During this phase of the work the Suppressor Tube was also modified and the Control and Data Acquisition System renovated.

    Baseline study - TCE is carrying out the baseline studies for air, water, soil, socio-economic ecology, landuse and marine ecology by engaging external agencies.

    Impact Assessment - After conducting the baseline environment study, an impact assessment would be carried out for all the environmental parameters. Predictive models would be used for prediction of impacts.

    Environmental Management Plan (EMP) - After impact assessment, a detailed EMP would be given to mitigate any negative impact from the terminal to hinterland by rail/road and vice-versa.

    Shore protection work under Bombay Sewage Disposal Project - Brihanmumbai Municipal Corporation

    The Bombay Sewage Disposal Project is a part of Mumbai city infrastructure for sewage disposal. The project includes Construction of Marine Outfalls at Bandra & Worli, Bandra Influent & Effluent Disposal Works, Aerated Lagoons at Bhandup & Ghatkopar at the Mumbai Shore lines in addition to various other components of the project. The marine Outfall tunnel was constructed at 65 m below ground level rising to 35 m below sea bed for a length of 3.7 km from shore to dispose degritted sewage at Worli and Bandra. The sewage is finally discharged into the sea through ten riser pipes of GRP surrounded by precast blocks and rock armour for protection against sea waves. Two marine dolphin posts are also constructed in the sea for marking the diffusers of the outfall. The construction was carried out using compressed air caissons and with divers.

    The main responsibilities of TCE is to support the Municipal Corporation in the efficient preparation and implementation of the rehabilitation and expansion works in water supply, wastewater, solid waste management and storm water drainage sectors by carrying out detailed surveys& investigation works, analysis of problems and improvements required in the existing systems and to design and prepare technical specifications, bidding documents, supervise construction of works in all sectors.

    TCE was appointed by COWI as a Lead Consultant of European Investment Bank (EIB) for providing Technical Assistance to the Egyptian Environmental Affairs Agency (EEAA) under Environmental Pollution Abatement Project-Phase II (EPAP II).

    TCE investigated the prevailing air emissions of the EAF shop of Delta Steel Mill & Company at Mostorod, and El-Nasr Coke Plant at Helwan near Cairo in Egypt. A team of TCE Specialist engineers visited Delta Steel Mill and the Coke Plant at Helwan. TCE conducted the environmental due diligence study for both the plants and submited the report.

    The sea water intake project is located at Kovayya, Gujarat. An R C bridge was constructed to connect the intake well to the existing jetty. It supports a 6m wide carriageway, walkway and header main.

    The bridge has a total span of 15 m (10.1 m central span and 3.4 m & 1.5 m overhangs on either side) and designed to cater for IRC Class-A loading standards of IRC. To support the girders bored cast-in-situ pile was used.

    Considering its crude steel production to 10million tones by 2011,Tata Steel Limited (TSL) Jamshedpur planned to upgrade its electrostatic precipitators (ESPs) and other air pollution control equipment for particulate emission of <30 mg/Nm3 and bag filters of <10 mg/Nm3 even after doubling its plant production capacity.

    TCE is providing project management services for modification of TSL's 10 ESPs and 50 bag filters.

    The assignment also includes engineering of innovative solutions for retrofit of ESPs/ bag filters, with minimum production down time and adopting newer technologies like COROMAX for reducing power footprint and increasing efficiency.

  • Continuous Emission Monitoring System
     

    Continuous Emission Monitoring System - Tata Steel Limited

    TCE has designed an ambient air pollution monitoring station for Tata Steel Limited for monitoring (SO2, NOx, SPM, CO) and meteorology on a continuous basis.

    For integration of the data with the plant systems, the readings are transmitted over wireless communication links to the Emission Monitoring Centre. The server in the system contains special purpose software to display and record the pollution data, on 24X7 basis, and generate reports required for its analysis, for submission to Pollution Control Board. An electronic board was designed for displaying information, related to ambient air quality, at the main gate.

    Another unique feature was the design of a mobile van equipped with analyzers for measuring quality of ambient air, to measure pollutants within the plants and also around the Jamshedpur city.

    Special features of this project included use of dilution technique, leading to reduced maintenance, designs for reliable performance, energy conservation and automated operation with minimal human intervention.
